1. Minister of Finance Hashimoto Ryutaro: Today (March 27, 1990), we have decided to issue a new directive to financial institutions on curbing land-related loans, and have just announced it. The directive presents the basic principle that it is desirable for land-related loans to be at a balanced level in relation to the total lending of financial institutions, and for the time being, it calls for the growth of lending to the real estate industry to be suppressed to below the growth rate of total lending.
2. Director-General of the Banking Bureau Tsuchida Masaaki: We do not have a specific grasp of the total amount of real estate-related financing. At the end of December 1989 (Heisei 1), the outstanding balance of loans from all banks nationwide to the real estate industry was 46.9 trillion yen, and approximately 20 trillion yen to the construction industry. There is no strict definition for loans to non-banks.
3. Director-General of the Banking Bureau Tsuchida: We estimate that loans to the three sectors—real estate, construction, and non-banks—account for about 30% of the total lending of all banks nationwide, and we will issue a directive requesting them to report on the status of loan disbursements to these three sectors for the time being.
