- Director-General of the Banking Bureau Tsuchida: The March 27 directive "On the Curbing of Land-Related Loans" requests that each financial institution act on its own "with the aim of suppressing the growth of loans to the real estate industry to below the growth of total loans," "excluding loans to public residential land development agencies and the like." Primarily, it is left to the voluntary response of each financial institution, and we will monitor its implementation.
- Reports on the status of loan disbursements to the three sectors (real estate, construction, and non-banks) will be compiled quarterly. It will take several months to obtain the first data, but an outline of the results will be published.
- Committee member Futami Nobuaki called the directive "the Ministry of Finance's aggregate control" and demanded the publication of the names of non-compliant financial institutions. Minister of Finance Hashimoto replied that the publication of names would be handled cautiously due to the impact on other borrowers and depositors, and that they would reconsider if the measure proved ineffective.
