  1. Article 5: The issuance of public bonds shall not be underwritten by the Bank of Japan, nor shall borrowings be made from the Bank of Japan. However, this shall not apply when there are special reasons, within the limits of the amount approved by a resolution of the Diet.
  2. Article 4: The expenditures of the State shall be financed by revenues other than public bonds or borrowings. However, for public works expenses, capital subscriptions, and loans, public bonds may be issued or borrowings made within the limits of the amounts approved by a resolution of the Diet, and a redemption plan shall be submitted to the Diet.
