To fund the Russo-Japanese War, it was promulgated on January 1, 1905, and enacted on April 1. It was established as a permanent tax, separate from the emergency special taxes that were to be abolished after the war (according to historical tax documents from the National Tax Agency). A question to consider when looking at inheritance tax: is it a tool to prevent certain people from being born?
