A system that combines inheritance and gifts, levying tax on the accumulated assets a person receives over their lifetime.
Proposed in 1949 by a tax mission that came to Japan at the request of the occupation forces, and was almost entirely implemented in the 1950 revision. The tax rate was 25 to 90 percent. Before the recommendation, the maximum inheritance tax rate was 60 to 65 percent (according to a research journal of the National Tax Agency). ⚠ The research journal interprets this as one of the preparatory measures to prevent the revival of the zaibatsu.
