Circulation, having returned to being based solely on metal, soon hit another wall. This time, it was a scarcity of silver coins themselves. Silver coins hoarded under floorboards did not return to the market, and people found themselves short of means for daily small payments. In January 1920, the Monetary Commission issued temporary banknotes, and paper finally returned to circulation. It was the moment a country that had so vehemently rejected paper admitted to itself that its economy could not function without it. This was the final line on the bill left by the decade of revolution on its currency.
