- Enacted on October 3, 2008. Division A is the Emergency Economic Stabilization Act (EESA), and Title I is the Troubled Assets Relief Program (TARP).
- Section 115: The Secretary of the Treasury's authority to purchase troubled assets is graduated. $250 billion upon enactment, $350 billion upon the President's written certification to Congress, and up to $700 billion if the President submits a plan and a joint resolution of disapproval is not enacted within 15 days (all figures are outstanding balance limits at any one time).
- Section 136: Temporarily increases the standard maximum deposit insurance amount from $100,000 to $250,000 (from the date of enactment until December 31, 2009). The same applies to credit union insurance.
