  1. The Long-Term Care Insurance system began in April 2000 and is operated by municipalities (insurers).
  2. Individuals are enrolled as insured persons upon reaching age 40, and those aged 40 and over pay monthly long-term care insurance premiums.
  3. Persons aged 65 and over are Category 1 Insured Persons and can receive services if certified as needing long-term care. Persons aged 40-64 are Category 2 Insured Persons and can receive services if certified due to one of 16 specified diseases.
