1. After being set at 5.00% on October 22, 1983 (Shōwa 58), it was changed to 4.50% on January 30, 1986 (Shōwa 61), 4.00% on March 10, 3.50% on April 21, 3.00% on November 1, and 2.50% on February 23, 1987 (Shōwa 62) (discount rate on commercial bills).
2. May 31, 1989 (Heisei 1) 3.25%, October 11 3.75%, December 25 4.25%, March 20, 1990 (Heisei 2) 5.25%, August 30 6.00%.
3. July 1, 1991 (Heisei 3) 5.50%, November 14 5.00%, December 30 4.50%; April 1, 1992 (Heisei 4) 3.75%, July 27 3.25%; February 4, 1993 (Heisei 5) 2.50%, September 21 1.75%; April 14, 1995 (Heisei 7) 1.00%, September 8 0.50%.
4. The 2.50% rate remained unchanged from February 23, 1987, until the increase on May 31, 1989 (there are no rows for changes in between in the table).
